FOREWORD

In 2001 the volunteer agencies working with the Texas Division of Emergency Management (DEM) surfaced a concern regarding a shortage of volunteers to staff  emergency shelters during man made or natural disasters where there were  evacuees requiring shelter.   In discussions between the these agencies and DEM, a recommendation surfaced  to have a trained pool of shelter management personnel available, which would assure the  manpower to alleviate their shortfall of volunteers.  The suggestion was offered to utilize theTexas State Guard to fill this critical role.

An initial agreement was reached between the American Red Cross, the Division of Emergency Management and the Adjutant General’s Department for the Texas State Guard to accept this mission and proceed with a train up of TXSG personnel.  During 2001 and 2002 over 300 Texas State Guardsmen from each of the six brigades completed the ARC shelter management training and were available for State Active Duty missions to support the ARC.  In 2004 an additional 105 TXSG personnel completed the ARC shelter management training

In September of 2004, the effects of Hurricane Ivan upon the Gulf States resulted in a significant number of evacuees arriving in the State of Texas and a State Active Duty mission for 72 TXSG Guardsmen from the 19th, 4th, and 8th brigades in East Texas.  While some of these guardsmen supplemented  personnel in staffing shelters, others awaited on stand by and were not utilized.  The impact of the storm was less severe than expected and TXSG personnel were released within forty-eight hours of reporting for State Active Duty.  The significant factor regarding this operation is that the TXSG personnel were trained and on station within a short period of time and were prepared to open and staff multiple shelters.

It is important to note that TXSG personnel will only supplement volunteer agency shelter managers in crisis times and they will not report for assignment until ordered to state active duty through the Directorate of Military Support

The Standing Operating Procedure (SOP) contained herein is the guidance and direction for commanders who have been tasked to support  shelter management operation.  Commanders at all level have a responsibility to know the contents of this SOP and act in accordance with it.

TRAINING TXSG PERSONNEL

FOR

SHELTER OPERATIONS

  1. The Commanding General of the Texas State Guard has directed that shelter management training is a high priority for all Texas State Guard Personnel.  This is mission essential training and affords the TXSG an opportunity to serve the citizens of Texas and neighboring states during crisis situations

    1. All officers and enlisted in each brigade must complete the eight hour ARC Shelter Management Course and should be proficient in supplementing  shelter staff during disaster operations.

    1. Because there is normally a cost involved for ARC Shelter                             Management training, it must be coordinated through the TXSG DCS for Plans and Operations for no cost training.

  1. The ARC Shelter Management training can be completed in an eight hour drill assembly.  This training consists of three major topic areas.

a.       Introduction to Disaster Services.  This course provides fundamental information about disasters, the community response, and the role of the Red Cross Disaster Services.

b.     Mass Care.   This training provides basic information about the activities of the Mass Care function.   Participants will learn about the skills and abilities needed by Mass Care workers in a crisis situation.

c.      Shelter Operations.  This course prepares the Red Cross and supporting agencies’ staff to effectively and sensitively manage shelter operations as a team, to meet the needs of people displaced as a result of disaster.

  1.  All TXSG personnel called to State Active Duty to support shelter management operations must have completed the training listed above.

The Call to State Active Duty Procedure
